摘要:共同富裕战略是“十四五”时期全面建成小康社会后的重大战略延续,是迈向社会主义现代化强国的战略抉择。共同富裕战略深刻嵌套于国家创新体系之中,对微观企业创新战略导向以及创新范式选择产生不可忽视的影响。共同富裕战略的价值维度可以从战略目标、战略参与主体、战略过程以及战略实现举措与机制等系统理解。立足“环境—战略—行为”传导框架实现共同富裕战略对企业创新战略导向与创新行为的传导,在共同富裕战略背景下,企业创新的逻辑起点逐步转向后熊彼特主义,体现为从企业家个体驱动的创新迈向社群用户创新、企业创新的主导使命从经济使命主导转向混合型使命主导、企业间创新竞争逻辑从竞合逻辑主导转向价值共创共生逻辑主导、以数字平台主导的平台创新生态系统逐步从平台“赢者通吃”逻辑走向“共享赋能”逻辑。更进一步地,迈向后熊彼特主义下的企业创新范式需要在企业家精神层面从市场逻辑驱动的创业企业家精神迈向共益型企业家精神;组织创新战略使命层面需要从经济使命迈向综合价值创造使命;组织载体层面需要从纯商业组织迈向混合型组织以及在企业创新政策环境层面需要从创新能力的强激励导向迈向创新共享的普惠型政策支撑;未来,深化推进共同富裕下的企业创新范式转型需要立足“政府—社会—企业”三重主体构筑面向后熊彼特主义的创新政策激励体系、企业家精神涌现的社会成长平台以及企业可持续的价值共创与共享商业生态圈。

Abstract: The strategy of common prosperity is not only a major strategic continuation after building a well-off society in an all-round way during the 14th Five Year Plan period, but also a strategic choice towards a powerful socialist modern country. The strategy of common prosperity is deeply nested in the national innovation system, which has a significant impact on the orientation of micro enterprise innovation strategy and the choice of innovation paradigm. The value dimension of common prosperity strategy can be systematically understood from strategic objectives, strategic participants, strategic process and strategic realization measures and mechanisms,There are three main research lines in general. The first research line is to interpret the theoretical logic of common prosperity and the evolution and value connotation of the thought of common prosperity, including the theory of common prosperity of Marx and Engels and the thought and strategic evolution of the Communist Party of China. Scholars interpret the connotation of common prosperity mainly from the perspectives of productivity and production relations, distribution system, human development and economic and social development. The second kind of research focuses on the realization mechanism of common prosperity, including the promotion mechanism of common prosperity under the relationship between government and market; The promotion mechanism of common prosperity from the perspective of development strategies in different regions(underdeveloped and developed regions, rural and urban regions); The common prosperity promotion mechanism from the perspective of income distribution and the common prosperity promotion mechanism from the perspective of enterprise participation. The third kind of research focuses on the value effect of common prosperity, including the spillover effect of common prosperity on economic, social and environmental development. Unfortunately, the existing research lacks the theoretical framework of innovation driven economic development,social transformation and environmental sustainability, especially the systematic research framework of studying the realization of common prosperity strategy from the perspective of micro enterprise innovation.Based on the transmission framework of "environment strategy behavior", this paper holds that the realization of common prosperity strategy must transmit the orientation of enterprise innovation strategy and innovation behavior, and in the context of the strategy of common prosperity, the logical starting point of enterprise innovation has gradually shifted to post-Schumpeterism, which is reflected in the shift from individual entrepreneur driven innovation to community user innovation, the leading mission of enterprise innovation from economic mission to hybrid mission, the logic of innovation competition among enterprises from competition and cooperation logic to value co creation symbiosis logic, the platform innovation ecosystem led by digital platform has gradually changed from the "winner take all" logic of the platform to the "sharing and enabling" logic. Further, to move towards the enterprise innovation paradigm under post-Schumpeterism, we need to move from market logic driven entrepreneurship to mutual benefit entrepreneurship at the level of entrepreneurship. At the level of organizational innovation strategic mission, enterprises need to move from economic mission to comprehensive value creation mission. At the organizational carrier level, organizations need to move from pure commercial organizations to hybrid organizations. At the level of enterprise innovation policy environment, the government policy orientation needs to move from the strong incentive orientation of innovation ability to the inclusive policy support of innovation sharing. In the future, to deepen and promote the transformation of enterprise innovation paradigm under common prosperity, we need to build a post Schumpeterian innovation policy incentive system, a social growth platform for the emergence of entrepreneurship and a sustainable value co creation and sharing business ecosystem based on the triple subject of "government-society-enterprise".
